NAVAL AIR SYSTEMS COMMAND, PATUXENT RIVER, Md. — In a notable change of leadership, Capt. Guillermo Carrillo has taken over as the program manager of the E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231). The ceremony, held on August 15 at the Rear Adm. William A. Moffett Building, marked the passing of responsibilities from Capt. Pete Arrobio to Capt. Carrillo.

Rear Adm. John Lemmon, Program Executive Officer for Tactical Aircraft Programs (PEO(T)), commended the outgoing and incoming leaders during his speech. "Pete, you've had a great tour as the PMA-231 Program Manager, and your leadership has elevated the Hawkeye/Greyhound Team," Lemmon said. He also expressed confidence in Carrillo's ability to lead, acknowledging the strong foundation and proven track record of the team.
Capt. Arrobio reflected on his tenure, emphasizing the team's resilience through challenges and their achievements under his guidance. "We had some highs and lows, and it was a testament to the character of our community when we faced those lows together to rapidly address and solve difficult problems," Arrobio shared. He expressed pride in his team and optimism for its future under new leadership.
Before assuming command, Capt. Carrillo served as the Deputy Program Manager for Integration for PMA-231, where he was deeply involved in the strategic and operational aspects of the program. Carrillo is poised to continue the program's emphasis on innovation and readiness, focusing on maintaining the E-2D aircraft and supporting combat systems to meet the demands of warfighters.
Under Arrobio's management, the program achieved significant milestones, including the highest readiness levels for the E-2D, E-2C, and C-2A aircraft and substantial cost savings in Depot Level Repairs. The Naval Sustainment System-Aviation efforts led by the team also resulted in reaching a key readiness objective five months ahead of schedule.
Additionally, the team's work on the Delta System Software Configuration-4 (DSSC-4) and the non-recurring engineering contract for DSSC-6 has enhanced the capabilities of the E-2D aircraft, improving mission effectiveness and reducing delivery timelines for essential updates.
The recent accolades from the Secretary of the Navy, recognizing the team as one of the top performing acquisition programs, underscore the program's critical role and exceptional performance in supporting naval operations.
As Capt. Carrillo steps into his new role, he is committed to advancing the program's objectives. "As world events continue to demand a dynamic, lethal, informed, and connected platform, the mission of this extraordinary aircraft is more crucial than ever," he stated, emphasizing the ongoing relevance and necessity of their work in global contexts.
With this leadership transition, PMA-231 is set to continue its vital role in enhancing naval capabilities and readiness, guided by a legacy of strong leadership and a forward-looking vision.
