The judgement resulted from the owner's claim that the property was occupied when it was not -- and that has consequences in the District. A similar law, allowing a higher property tax on vacant properties, is in the works for Baltimore. But it remains to be seen how effective it will be at getting vacants back on the market and creating new revenue for the city. Details in my column.
