Charles County officials conducted intensive sessions this week to discuss the Fiscal Year 2025 budget, legislative updates, and several policy changes. Acting Director of the Department of Fiscal and Administrative Services, Jacob Dyer, along with Assistant Chief of Budget, TaTanya Bowman, engaged in a detailed review of the county's proposed general fund budget, which encompasses departments such as Emergency Services, Recreation, Parks & Tourism, and Economic Development.
During a session held on Wednesday, April 24, County Commissioners met with representatives from the Town of La Plata and the Town of Indian Head to discuss the Fiscal 2025 Tax Differential. They also conducted a public hearing on the Fiscal Year 2025 Operating Budgets, the five-year Capital Improvement Program, and proposed changes to fees, rates, and charges. The commissioners have agreed to keep the public record open for comments until May 3, 2024, with a final vote on the budget scheduled for May 14.
In legislative affairs, lobbyists Joseph Green and Sherrie Simms from GS Proctor and Associates, Inc., provided a recap of the 2024 Maryland General Assembly Session. Key outcomes from the session included legislative appropriations to local governments and the passage of several bills affecting Charles County. Notably, legislation was passed to allow real property dedication for recreation or equivalent payments and changes to the Charles County Adult Guardianship Review Board. Meanwhile, a bill facilitating golf cart use on Cobb Island was rejected.
Additionally, legal updates were provided by County Attorney Wes Adams concerning electoral law changes. Adams relayed that Commissioner Vice President Ralph E. Patterson II's request to amend the county commissioner election process was unfeasible due to Maryland's constitutional constraints.
Other notable developments included the unanimous decision to introduce Bill 2024-11, which proposes a 5% hotel rental tax on short-term residential rentals. A public hearing for this bill is slated for June 11, 2024. The session also covered financial reports and multiple change orders for ongoing infrastructure projects, such as enhancements to the county's sanitary sewer system and upgrades to the landfill leachate pretreatment facility.
