WHITE PLAINS, Md. – On July 4, the Charles County Sheriff's Office (CCSO) Emergency Services Team, in collaboration with CCSO detectives and the Maryland State Fire Marshal's Office, executed a search warrant in the Stonehaven neighborhood of White Plains, resulting in the arrest of three individuals and the recovery of multiple firearms and regulated fireworks. The warrant, served at a residence in the 11200 block of Thackeray Lane, was linked to a shooting incident that took place in June on Argyle Avenue in Waldorf.
Incident Background
Williams, Stephan Jacari
Moore, Spencer Eugene, Jr.
Moore, Jenboi Vernell
The June shooting incident, stemming from a dispute over a stolen cell phone, involved suspects firing several rounds at a residence, with one bullet grazing a woman inside. Following the shooting, investigators diligently pursued leads, collecting evidence that ultimately led to the identification and arrest of the suspects.
Arrest Details
During the execution of the search warrant, Spencer Jacari Moore, 20, and Jenboi Moore, 19, both of White Plains, were apprehended alongside Stephan Jacari Williams, 19, of Forestville. The search of the premises resulted in the seizure of a loaded semi-automatic handgun equipped with an extended magazine and a "switch" – an illegal device that converts a semi-automatic gun into a fully automatic firearm – and a loaded AR-style pistol. It was determined that Williams is prohibited from possessing firearms.
Additionally, during the search, Jenboi Moore was reported to have spat on a detective, leading to further charges.
Charges Filed
The charges against the individuals are as follows:
- Spencer Jacari Moore: First-degree burglary, six counts of first-degree assault, and six counts of reckless endangerment.
- Jenboi Moore: Attempted first-degree burglary, six counts of first-degree assault, six counts of reckless endangerment, and assault related to the spitting incident.
- Stephan Jacari Williams: Illegal possession of firearms due to his prohibited status.

The Maryland State Fire Marshal's Office, assisting in the investigation, seized several cases of regulated fireworks from the residence. Spencer Moore was also cited on a civil violation for the illegal possession of these fireworks.
The house on Thackeray Lane, identified as a problem location in the Stonehaven community, has been a source of ongoing complaints. The successful operation was seen as a significant step towards addressing these issues.
"Today's arrests are the culmination of a thorough investigation and cooperation between our CCSO officers, detectives, various components of the Agency, and our law enforcement partners. The coordination and assistance shown in this incident highlight our commitment to safe communities, and to seeking justice for victims," said Sheriff Troy D. Berry.
