The City of Vancouver is holding an online consultation and Q&A session for a 20-storey tower proposed at 310 East 14th Avenue between July 10 and July 23, 2024. There's currently a rental apartment on the site (Sophia Court) and hence a redevelopment would require the displacement of tenants.
The design includes a small 4-storey podium beside the 20-storey tower. A total of 138 rental units are proposed with 20% below market. Parking access for three levels of underground parking and 68 parking spaces is from the laneway. A total floor space area of 6.48 is requested along with a tower height of 204 ft. (62.3m). The proposed floor to floor heights on Levels 4 and 19 are 3.239m, which is over the 3.0m maximum in Broadway Plan.
The designers behind this proposal are Bingham Hill Architects while the developer is Wall Financial. The title holder is 632668 B.C. Ltd. while the Beneficial Owner is listed as Sophia Apartment Holdings Ltd. Wall is involved in a couple of other Broadway Plan rezonings. The 20-storey tower for 1045 West 14th Avenue is on the site of a rental building. Their 648-680 E Broadway & 2505 Fraser St application for a 17-storey tower proposes 113 market strata units and 24 social housing units including separate 'poor doors' for the social housing component (the ShapeYourCity Q&A for that item is up July 17-30). In recent news, Wall Financial is selling a 32-storey tower in the West End at 1065 Pacific St that was just approved on March 12, 2024 (note, for 310 E 14th Avenue, Wall is the developer and not the owner).
There is a cluster of tower rezonings proposed in this part of Mount Pleasant, including a 20-storey tower one block away at 270 East 13th Avenue and Sophia Street. At 360 East 14th Avenue, two properties down the street, there's another rental building undergoing rezoning at 19-storeys. These rezonings would not have been allowed under Mt Pleasant Community Plan (the 30-year plan passed in 2010 but revoked in 2022). The current building is pet-friendly and according to tenants there was some light superficial building maintenance (windows, paint) done when ownership changed a few years ago.
Renters in the existing buildings may be concerned about their future and are encouraged to read up, network and organize their buildings. The Vancouver Tenants Unionwebsite (https://www.vancouvertenantsunion.ca/) provides resources regarding tenant rights, including tips on dealing with relocation and demoviction under the Broadway Plan. The City and property owners sometimes hold briefings for residents about relocation and redevelopment plans. Tenants may wish to seek outside advice prior to attending these briefings.

1960 W 7th Avenue is another example of a Broadway Plan rezoning that uses a similar formula: mature rental building site and a 20-storey tower proposal.
