The Maryland Department of Natural Resources (DNR) has announced the opening of the application period for waterfowl offshore blind and shoreline licenses, exclusively for waterfront property owners. This initiative, spearheaded by the DNR Wildlife and Heritage Service, aims to regulate waterfowl hunting activities and ensure the responsible use of Maryland's natural resources.
Waterfront, or riparian, property owners, as well as individuals authorized by them, are now able to apply for licenses. These licenses permit the establishment of offshore stationary blinds or blind sites for waterfowl hunting. Additionally, holding a license serves as a preventive measure against others obtaining a license to hunt on the same shoreline at a future date.

The process for application requires the submission of the necessary paperwork along with the appropriate fees via mail. All applications must be postmarked by May 31, 2024, to be considered for the upcoming hunting season. The cost of licensing varies based on the duration; property owners have the option of a one-year license at $20 or a three-year license at $60.
For those who miss the May 31 deadline, there remains an opportunity to participate in the "open" licensing process, which commences on August 6, 2024. This secondary application period offers another chance for landowners to secure their hunting or protection rights for their shoreline.
In light of ongoing public health guidelines, the Tawes State Office Building is currently serving customers solely by appointment. Those interested in applying for a license or seeking additional information must make arrangements ahead of their visit. Appointments can be scheduled via email at obsl.md1@maryland.gov or by calling 410-260-8540.
Further details on the application process, as well as information regarding the laws and regulations surrounding shoreline licensing for riparian property owners, are readily available. Interested parties are encouraged to visit the DNR website or contact the Wildlife and Heritage Service directly at 410-260-8538, or toll-free at 1-877-620-8367, for comprehensive guidance and support throughout the application process.
