ANNAPOLIS, MD—In a significant move to bolster the state's fight against climate change, Governor Wes Moore announced a $90 million allocation to support Maryland's ambitious climate agenda. This funding, derived from the previously unallocated Strategic Energy Investment Fund (SEIF), is crucial to the Moore-Miller Administration's fiscal year 2025 budget proposal. It aims to advance the implementation of the Climate Solutions Now Act and the Maryland Department of Environment's Climate Plan, positioning Maryland as a competitive leader in clean energy and sustainability.
Governor Moore emphasized the intersection of climate justice and economic justice, stating, "Climate justice is economic justice – and we are here to ensure that the clean energy transition brings everyone along, and not just some." He acknowledged the $90 million as an essential initial investment towards a sustainable future. He highlighted the vision for a Maryland powered by nature, featuring cleaner air, a resilient energy grid, and comprehensive community partnership in these efforts.
The budget proposal includes over $300 million in funding for clean energy initiatives, underscoring the administration's commitment to reducing greenhouse gas emissions by 60% by 2031 and achieving 100% clean energy by 2035. A significant portion of this investment is earmarked for uplifting historically overburdened and underserved communities through grants aimed at electrifying transportation, buildings, and community infrastructure.
Key initiatives funded by this investment include:
- $17 million for electric school bus purchases and leases for Maryland's public school students.
- $23 million for installing electric vehicle charging infrastructure in low and moderate-income communities.
- $50 million for electrifying hospitals, schools, multi-family housing, and other community buildings.
The announcement was made during a press conference attended by Maryland Department of Environment Secretary Serena McIlwain, Maryland Energy Administration Director Paul Pinsky, and other key state and community leaders. Secretary McIlwain highlighted the initiative's benefits, including monetary savings, health improvements, and environmental protection by adopting clean homes and vehicles.
Director Pinsky reinforced the administration's dedication to climate change mitigation, noting the strategic investments as a testament to Maryland's leadership and commitment to equity in addressing climate challenges. Ruth Ann Norton, President and CEO of the Green & Healthy Homes Initiative, commended Governor Moore's strategic use of the SEIF funds to kickstart the Climate Pollution Reduction Plan, highlighting the importance of equity and opportunity in Maryland's climate strategy.
